Some Governments Just Won’t Do RSD

Over at UNHCR’s Global Views blog, I offer some ideas about how UNHCR can reorient it’s thinking about mandate status determination to cope with the reality that it will not be possible to get every government to take over RSD.
My comments are stimulated by a great report put out by UNHCR’s Policy Development and Evaluation Service earlier this year. I have posted some additional thoughts about that report separately here.
